In Albania there is scarcity of information and mobilization during Civil Emergencies, mostly floods, that have increased rapidly in the recent years in many regions like Shkodra, Vlora, Fier ect. During these events the most concerned is the affected population, who mostly is uninformed and unprepared. Therefore, there is a need for innovative tools to engage the citizens and civil society to share their knowledge and gather data to adapt for future extreme weather events.The data gathering is mostly focused at the first and the second phase of the disaster management for the evaluation of the damages, and for the rehabilitation.The aim is firstly to identify from the citizens themselves what are the incurred damages. That is another information gathering channel and contributes to the transparency and data publication. Secondly during the rehabilitation phase each citizens is invited to declare his conformity or nonconformity with the measures taken from the central or local government. In the framework of the disaster management plan maptionnare contributes and covers the public participation and communication.This is a feedback mechanism for permanent data gathering related to every kind of climate change impact.

Datacenter is located in Ireland, EU, and Maptionnaire complies with the safe harbor directive of EU. Maptionnaire® is a unique SaaS service for creating, administering, and publishing map based questionnaires and for collecting geographical survey data. The service consists of following elements: Editor,Maptionnaire® organization maintenance, Data upload and analysis, Permission to use Maptionnaire® online analysis tool, Base maps, Maintenance.

Innovation tools for transparency and awareness of citizen. Maptionnaire is a product already in market; tool exists but the method needs to still be innovated. Albania is the case to develop this method further.
