Drone+LiDAR for emergency response

Updated, detailed information and data acquisition on the displacement and location of flood defences is essential in emergency situations. To protect and maintain the integrity of flood defences under stress condition often specific locations have to be monitored in detail. Rapid measurements in these situations are however often hindered by limited access, limited detail or long processing times. Recent developments in miniaturization of laser altimetry instruments and drone technologies have enabled a solution for these situations, Drone+LiDAR. It is now possible to aquire high quality lidar – height measurements of specific locations in near real time and on a continuus basis. This will allow for accurate change mapping of specific areas where a dike collapse or breach could occur, or where emergency measures have to be monitored. Stress conditions can either occur in periods of extreme droughts, in periods of (extreme) high water or as a result of an emergency situation.

LiDAR is a proven solution to map the condition and deformation of flood defenses, which is particularly suited for emergencies. With the emergence of DRONES and miniature LIDAR systems these proven detailed and reliable height mesurements can be applied virtual everywhere and under most circumstances. Using an Automated rapid processing protocol the measurements are transformed to useful products, like changemaps for instant decision making.

TRL5. Laboratory testing of integrated system
Technology validated in relevant environment. Fidelity of breadboard technology increases significantly. The basic technological components are integrated with reasonably realistic supporting elements so they can be tested in a simulated environment. Examples include “high-fidelity” laboratory integration of components. Drone+LiDAR has developed in the last year to a full scale deployment on the market. For the rapid response and automated processing specific information and data products are needed. Herefor a pilot to demonstrate the use in emergency situations is being pursued.

How does it work?

The innovation is based on three elements:

    1. the unmanned scanning aerial vehicle with integrated mini LIDAR system. A combination of a state of the art heavy lift drone with a scanner and necessary permits to fly in Dutch airspace.
    2. A data processing chain in which data is converted on the spot to monitor deformations, local hotspots and other derived products for emergency responders. This also includes an online platform for easy viewing by authorized third parties.
    3. A logistical chain of operators ready to move at any moment in case of an emergency. All data and information products should fit seamlessly in the data information infrastructure of the client, preferably using online services, geo-services and viewers, minimalizing fysical datahandling.

Limitations/conditions under which this innovation does not work or is less effective

The innovation is dependent on relative good weather. During intermediate winds it can be used, but in the severest of storms it cannot measure with accuracy

Added value
The main difference with traditional measurements (GPS, Photogrammetry drones) is the high detail and accuracy, while access to the site is not required. This enables for instance even measurements close to a breach. The use of drones over airplane, results in a faster response and reduced costs.
